Now, i will use 2 methods: Using Lightning Speed, and FPS, since Tatsumi did 2 speed feats at the same time, so their own total would be his total speed, since not only did he dodge lightning, but also moved that distance in only 1 frame.
Tatsumi's Speed When Dodging Lightning = (1.765279*440000)/(1.539701) = 504463.3730835 m/s.
For this one, i will use 2 kinds of FPS: Normal Human FPS (60), and Peak Human FPS (220), and the 220 FPS is because both Budo and Tatsumi are no normal people, and Budo didn't notice Tatsumi appearing behind him, even when the latter yelled at him.
