The older brother of former detective Hwang Jun-ho, In-ho was a police officer who was stuck in severe debt, which has driven him to immense desperation to the point where he participated the Squid Games himself in order to amass enough money to get out of debt. However, news of the deaths of his wife and newborn child had driven him to grief, and he was soon taken in as a protégé of Oh Il-nam, the creator of the Squid Games, who offered him a place in his table if he were to kill the remaining players at the tail end of the 2015 Squid Games. In-ho accepted the deal and killed the players in their sleep, becoming the winner as the last remaining player of the games at the time.
As Il-nam's condition had worsened by his brain tumor, In-ho took over most of his businesses as a result, eventually keeping a wayward watch on his old mentor as Il-nam became a contestant himself on his last days of the 2021 Squid Games, ensuring that the old man remained safe until he was eliminated mid-way into the games.
However, In-ho had to deal with the VIPs and a potential security leak in the island where Jun-ho infiltrated the island posing as one of the island's staff. He soon dealt with the latter, yet had an employee named Park take the wounded Jun-ho back to the mainland far away from the island.
3 years later after Il-nam's death, In-ho took charge of the island in his stead and made various reforms; he recruited an officer as his second-in-command to take charge when he was not around, he granted more democratic rights for the players that allowed them to unanimously decide to play or stop playing, and he posed as a player named 'Oh Young-il' in anticipation of Seong Gi-Hun's return to the games. However at the middle of the games, as Gi-hun enacted his rebellion, In-ho sabotaged the rebellion by faking his death after earning Gi-hun's trust, which he exploited to ensure the rebellion's failure.
Resuming his duties as the Front Man, In-ho facilitated the safety of the VIPs, but slowly becomes inspired by Gi-hun's indomitable spirit. After witnessing Gi-hun safely crossing with Jun-hee's baby and protecting the latter from the remaining players, he made Gi-hun an offer to kill the remaining players, exposing himself to the latter. However, Gi-hun ultimately refused the offer. Upon the final game, which was the Sky Squid Game, Gi-hun survives through the remaining players and eventually kills himself to save the baby, prompting In-ho to take the baby, quietly ignoring Jun-ho, but because the island had been discovered by the Coast Guard, In-ho evacuates with the baby, the VIPs, the employees and scuttles the island.
Emboldened by Gi-hun's unshakable belief of humanity, In-ho gifts the winnings, along with the remaining prize money won in the 2021 Squid games, and Gi-hun's bloodied tracksuit to his daughter, Ga-yeong, who has moved into the USA as an American citizen, leaves the baby and the latter's winnings to Jun-ho, and moves his business overseas, where he witnesses an American recruiter playing ddakji with a homeless man.
