At the beginning of the Third Age, a Maia of Aulë the Smith was sent alongside four other Maiar by the Valar and became human-like wizards to aid the races of Men and Elves against Sauron should he return. This Maia, known in the common tongue as Saruman, experienced envy when his fellow Maia was given the elvish ring Narya and is recognized as the wisest of the wizards. Though Saruman was leader of their group and then the White Council that maintains peace on Middle Earth, Saruman's envious feelings towards Gandalf festered as he set up the tower Orthanc within Isengard. It was only when the Sauron finally resurfaced to seek out his ring that Saruman allied himself with the dark lord in an alliance while acting on his own ambitions to obtain the ring for himself.

Saruman's status as chief of the Wizards and founding head of the White Council made him an expert tactician, usually predicting his opponent's next move and countering it. He also uses magic that is usually focused through his staff, which he can also use as a weapon. But Saruman's greatest power by far is his voice, using it to bend any but the absolute strongest minds to his will or influence the weather patterns of faraway areas. Saruman is extremely learned in ringlore and mechanics, and his knowledge enabled him to create great forges. Being a Maia, Saruman's spiritual essence can linger on after his physical death. But unlike Sauron, Saruman's spirit would end up a powerless lost soul.
