Oil Man was created by Dr. Thomas Light for the purpose of oil platform maintenance. He was kidnapped along with seven other Robot Masters by Light's old partner, Dr. Albert Wily, and reprogrammed to serve him. He attacked an oil platform before being defeated by Mega Man.
