Bud Flood was the crooked owner of the bottled-water company, Sparking Crystal Pure Flood Water. When a heatwave hits St. Canard, Bud began to sabotage his competitors, so that his bottled-water will be the only drinkable liquid in town. However, he was confronted by Darkwing Duck, who came to stop him. But as Darkwing Duck attempted to apprehend Bud, he fell over the railing and landed into a vat of contaminated water, melting away completely and presumed dead.
But the poison from the contaminated water transformed Bud into a living liquid and having the power to control water. Renaming himself as The Liquidator, he blamed Darkwing Duck for the accident. He become apart of Darkwing Duck’s rogue’s gallery and would later join the supervillain group known as the Fearsome Five.
