The Grand Inquisitor was a former Jedi Temple Guard at the time of the Clone Wars. Before the Great Jedi Purge, the Guardsman had been disillusioned and seduced to the dark side, eventually becoming one of the Empire's deadliest Jedi hunters and Sith Assassin. He was also one of the guards that had detained Bariss Offee, who had betrayed the Jedi Order out of disillusionment of their cause in the Clone Wars.
In Rebels, the Grand Inquisitor has been notified of a Jedi Padawan named Kanan Jarrus heading a local rebel cell in Lothal and has been dispatched by the Empire to eliminate the Jedi. However, as sadisitic and voracious he was, compared to the more serious Darth Vader, he proved ineffective in eliminating Kanan despite winning over the Padawan, who had been out of practice for decades. And thus, his last duel with Kanan saw his physical death by fire.
Eventually, in death, he was amongst the Temple Guards that promoted Kanan to Knight for standing his ground with his fellow Guardsmen, spending what remains of his good will to hold off the Inquisitors hunting him down.
