General Blue was a high-ranking officer in the Red Ribbon Army. A subordinate to the scheming Commander Red, the military head of the Red Ribbon Army, Blue served as amongst many of Goku's dangerous foes, at a young age until he was eventually surpassed by Mercenary Tao.
