History[]
Born a descendant of the last remaining pre-war American elites (who then be known as the Enclave), Frank Horrigan is the epitome of the Wasteland's danger, created to serve the Enclave. It was said that he was just an ordinary Enclave soldier chosen as a volunteer as one of the Enclave's most inhumane experiments. Experimented with the Forced Evolutionary Virus, and granted the most powerful weapons and armor ever created by the Enclave themselves, Frank Horrigan became a nightmare to be reckoned with.
He was first encountered by the Chosen One (who was a mere wanderer at the time), slaughtering a family who refused to follow him and his men. Next, he was seen on security footage storming the Lost Hills, eradicating the Brotherhood of Steel presence, and killing their Elder, and then onto Vault 13, where he personally killed Gruthar, the intelligent deathclaw chieftain.
He later confronted the Chosen One himself (who had been matured into a hardened warrior), but was killed by the latter.
