Flash Man was one of the first set of Robot Masters solely created by Dr. Albert Wily, built with express purpose of applying time manipulation to combat situations. Specifically, he is able to stop time around him for brief periods of time. Flash Man set up shop in an arctic base before being defeated by Mega Man.
