Catman was a world-famous trapper of jungle cats who turned to crime because he grown bored of hunting and used up most of his money. He became a burglar that competed against Catwoman and committed his crimes in a catsuit using cat themed weapons. He was suppose to be some sort of evil counterpart to Batman.
