A Duel Winner is, simply put, a character who's ability is to literally win matches (1 on 1 or team on team) regardless of the power or abilities of their opponent.
Instant kill attacks only count if guaranteed to win and is not survivable or stoppable in certain ways. So Voldemort is defeatable despite his Killing Curse (Avada Kedavra); thus he's not a duel-winner. And Boros survived Saitama's attacks so Saitama isn't a duel-winner. Immortality, indestructibility, invincibility, adaptation, parasitic absorption, cloning/copying powers and poison do not count.
