Agahnim only exists in the alternate timeline known as the Decline Timeline. He was created as a sort of avatar by the demon, Ganondorf, as a way to escape the Dark World.
In the Light World, Ganondorf sent a series of disasters on the Kingdom of Hyrule, which compelled its king to look for someone who could rescue the nation. Agahnim conveniently showed up, and “saved” the day, after which the King made Agahnim his chief adviser. Using his new position, however, Agahnim used his magic to gain psychic control of the Hyrulean Soldiers, depose the King, and seize the Seven Maidens, the descendants of the Seven Wise Men.
