Sigma should take this pretty handily.

Metal Sonic and arguably Ganondorf are the only ones at the same level as Sigma. The problem Ganondorf has is that he's way too slow to tag Sigma and he can easily corrupt and assimilate Metal Sonic. Not to mention that no one here actually has a way to dispel the Sigma virus for good.
